Yes. Women can drive in Dubai on exactly the same terms as men: there is no ban and nobody’s permission is needed. Tourists drive on a valid licence, residents on a UAE one, and Brook Drive rents to both on the same terms.
The question usually comes from the wider region, where the rules were different until very recently. In the UAE they never were. This guide covers the law, what police figures say about safety, which licence you need as a tourist or a resident, the ladies’ services that make daily driving easier, and which rental cars work best in the city.
Are Women Allowed to Drive in Dubai?
No Ban, and There Never Was One
The UAE has never prohibited women from holding a driving licence or driving a car. Women have been licensed here since the 1970s: Khaleej Times documents a licence issued to Mouza Mohammed Saif Nakhkhan in Ras Al Khaimah in August 1976. The confusion comes from Saudi Arabia, which lifted its ban on women driving in June 2018 and was the last country in the world to do so.
The Same Law for Every Driver
Dubai’s traffic law does not distinguish between men and women. The same law, Federal Decree-Law No. 14 of 2024 (in force since March 2025), applies to women and men. For a rental, the limits are set by the car, not by gender: every listing in our fleet shows its own minimum age and minimum driving experience.
Is It Safe for Women to Drive in Dubai?
Yes. Dubai has wide, well-lit roads and strict enforcement, and the numbers published by Dubai Police do not show women as the riskier group. The picture below is based on the two gender breakdowns we could find, so read it as a signal rather than a verdict. We found no newer public breakdown of Dubai Police figures by the driver’s sex (checked in October 2026), so the data for 2017 and 2019 is the latest available.
What the Police Numbers Show
- Data for 2017 (reported by Gulf News in November 2018): women caused 126 dangerous accidents against 1,299 caused by men. Eight deaths were linked to women and 186 to men, which put women’s share of road deaths at about 4%.
- January to September 2019 (reported in October 2019): women accounted for 9.4% of all accidents in Dubai and 3.2% of fatal ones. Fatal accidents caused by women fell from nine deaths in the same months of 2018 to three.
These figures do not say how many kilometres each group drives, so they do not prove that women are better drivers. They do show that the idea of women being unsafe on Dubai roads has no support in the data. The Dubai Police traffic director also noted at the time that men’s crashes came mostly from speeding and reckless driving, while women’s were more often caused by distraction. The lesson for every driver is the same: keep the phone out of your hand.
Harassment Is a Crime
The UAE Penal Code (Federal Decree-Law No. 31 of 2021) punishes molesting a woman by words or acts on a public road with up to one year in detention and/or a fine of up to AED 10,000, according to the UAE Public Prosecution. Road rage and aggressive driving are also penalised. If someone follows or harasses you, keep the doors locked, drive to a busy, lit place such as a petrol station or a mall, and call 999.
Driving Alone, Day or Night
Driving alone is legal at any hour, and the main roads are busy and lit around the clock. On a rental, check the fuel gauge before a late trip. If something is wrong with the car, message the team: we work 24/7.
Helpful tipSave 999 (emergency) and 901 (the Dubai Police non-emergency line) in your phone before you leave the pick-up point, and share your live location with someone for the first long drive. It takes a minute and removes most of the stress of a new city.

Licence Rules for Tourists and Residents
The licence requirement depends on your status, not on your gender. The table gives the short version, and the cards explain it.
| Your status | What you carry | Note |
|---|---|---|
| Visitor, licence from a country on the UAE list | Passport and home licence | We confirm whether an IDP is also needed |
| Visitor, any other licence | Passport, home licence and IDP | The IDP is issued in your home country |
| UAE resident | UAE licence and Emirates ID | A foreign licence stops working |
For Tourists
UAE law lets visitors from a list of countries drive on their home licence. The list is set by the Ministry of Interior under its Markhoos initiative and covers 52 nationalities, including the UK, the US, Canada, Australia, New Zealand, Japan and most EU states (Gulf News, July 2025). The RTA service page names a shorter list, so check your country on the Ministry of Interior’s Markhoos page before you travel. Russia is not on the list.
For a rental with Brook Drive, tourists need a passport and a valid home-country licence. Depending on the country that issued your licence, an International Driving Permit (IDP) may also be required. Our team confirms what applies to your licence before you book.
An IDP is issued in the country that issued your licence and cannot be arranged after you land, so if you need one, order it before the trip.
For Residents
Once you hold UAE residency, a foreign licence and an IDP no longer work. You drive on a UAE licence issued by the RTA. Drivers from countries on the RTA’s exchange list swap their licence without lessons or tests, and everyone else goes through a driving school, a theory test and a road test.
A resident rents with the UAE licence and the Emirates ID.
Age and Experience: It Depends on the Car
Most cars in our fleet are open to drivers from 25, a good share from 23 and a few from 21. Most ask for 3 years of driving, and the more powerful cars for 5. The rule is the same for every renter: a woman and a man of the same age and experience see the same list of cars.
Helpful tipMessage us on WhatsApp with the country of your licence and the car you like before you fly. We confirm whether an IDP is needed and check the age and experience limit for that exact car, so the handover stays at about 20 minutes.

Ladies’ Parking, Taxis and Other Services
Dubai and the other emirates have several services aimed at women. They are optional extras, but some of them are useful on a busy day.

Ladies’ Parking Bays
Pink-marked bays reserved for women exist in the UAE, usually closer to the entrance. Some Abu Dhabi and Dubai car parks and malls reserve them, and Dubai Police announced ladies’ parking at its stations. Availability differs from building to building, so look for the pink markings and signs when you enter a car park.
Pink Taxis and the Women’s Metro Cabin
If you would rather not drive on a given day, Dubai’s Families and Ladies taxis have a pink roof and women drivers, and ladies and families can ride. Book through the S’hail or Bolt app (choose Families and Ladies) or the Dubai Taxi call centre on 800 88088, or hail one at the airport, malls and hospitals. On the Dubai Metro, the women and children cabin is off limits to men, who risk a AED 120 fine if they travel in it.
Paid Parking Without the Guesswork
Public parking in Dubai is typically paid from 8 am to 10 pm Monday to Saturday, and standard surface zones are free on Sundays and public holidays. Multi-storey car parks charge every day. You can pay through the Parkin app, the RTA Dubai app, Nol or SMS. Rates changed in June 2026 when VAT was added to parking, so check the current tariff on the Parkin page.
Helpful tipSome mall car parks give a free period before the charge starts. Check the rule at the entrance, because it differs between malls, and set a phone reminder before the free time ends.

Practical Tips for Women Driving in Dubai
Clothing and Comfort
We are not aware of any dress code for driving in the UAE traffic law. Wear what is comfortable, and keep the practical points in mind: sunglasses with UV protection, because the midday sun is strong, and clothing that cannot catch on the pedals or the gear selector. Long scarves, flowing hems and loose sleeves are the usual culprits.
Phone Down, Eyes Up
Dubai Police named distraction as the usual cause of crashes involving women when it commented on its figures. Set the navigation before you pull out, use a holder, and let calls go to voicemail.
If You Have an Accident
If anyone is hurt or the damage is serious, call 999. For a minor crash with no injuries, call 901 or report it through the Dubai Police app (App Store, Google Play), and move the car out of the traffic lane if it is safe to do so. On a rental, every damage, even a scratch left in a car park, needs a Police Report, so call us right after you call the police.
Helpful tipTake a short video of all four sides of the car at pick-up and again at return, with the dashboard fuel level in frame. Five minutes with the phone settles most disputes before they start.

Which Rental Car to Choose
Most renters choose by how easy a car is to place in a narrow parking bay and how it feels in traffic. A compact sedan is the easiest car for a mall, and a tall SUV gives a high seating position on a busy road. Prices below are 1–2 day rates and apply to rentals starting within the next 30 days; seasonal rates may apply to later dates, and current offers are in Special Offer. Longer rentals cost less per day.
Mercedes C200 Tiffany

| Model | 1–2 days | 30+ days | Minimum age / experience | Good for |
|---|---|---|---|---|
| Mini Cooper S Convertible | AED 590 | AED 350 | 21 / 3 years | City driving and tight parking |
| Mazda 6 | AED 770 | AED 530 | 21 / 3 years | A calm everyday sedan |
| Hyundai Staria | AED 710 | AED 470 | 23 / 3 years | Groups and luggage |
| BMW X7 White Restyling | AED 1 310 | AED 890 | 23 / 3 years | Family trips |
| Cadillac Escalade Sport Platinum | AED 1190 | AED 770 | 25 / 3 years | Spacious full-size SUV |
| Mercedes G63 AMG Night Package | AED 2 510 | AED 1 910 | 25 / 3 years | Making an entrance |
VerdictFor a first week in Dubai, pick the smallest car that fits your plans: a Mini Cooper or a Mercedes C200 is easier to park than any SUV, and the saving buys a lot of taxi rides to the places you do not want to drive.

Renting With Brook Drive: What Is Different
We rent to women and men on the same terms, so most of the rental rules are the same for everyone. These are the points that matter most when you drive with family or at night.
Children, Seats and Breakdowns
Child seats are free, which helps when you drive with children. If the car breaks down, contact us: we collect it and bring you another one. Our team works 24/7, so a late-evening question never waits until morning.
Insurance and the Police Report
Basic insurance is included in the daily rate, and an extended option is available. The excess and what the cover excludes are set out in your rental agreement (see the rental terms). Any damage, even a scratch in a car park, requires a Police Report.
The Short List
Brook Drive does not take a security deposit and has no hidden fees. Handover takes about 20 minutes. Fuel is full-to-full. Salik tolls and Darb gate charges are billed to you separately after the rental ends, and traffic fines are forwarded to you and paid after the rental. Each car has its own daily mileage limit (200–250 km, shown on the car page), and extra kilometres are charged separately. Trips outside the UAE, Oman included, are not allowed. Delivery is free on orders above AED 10,000; otherwise it costs AED 185 in Dubai between 9 am and 9 pm or AED 290 between 9 pm and 9 am, plus 5% VAT, and delivery to Dubai Airport starts at AED 250.
If a rental is ever declined, the cause is almost always paperwork, never who the renter is.
Helpful tipIf you travel with children, mention it when you book. The free child seats are then arranged for you, so the car is ready when you arrive.

The Bottom Line
Women can drive in Dubai freely, legally and safely, on the same licence rules as everyone else. Bring the right licence for your status, choose a car you can park without stress, learn the three or four ladies’ services that save time, and keep the phone out of your hand. The rest is a normal, comfortable city to drive in.

FAQ
Can women drive in Dubai?
Yes. The UAE has never banned women from driving, and women have held licences here since the 1970s. Tourists drive on a valid home-country licence, with an IDP where required, and residents drive on a UAE licence.
Is it safe for a woman to drive alone at night in Dubai?
Yes. Driving alone at night is legal, and the main roads are lit and busy at all hours. Stick to main roads in an unfamiliar area, keep the doors locked and call 999 in an emergency.
Do women have to cover their hair while driving?
No. We are not aware of any rule that requires a woman to cover her hair or wear specific clothing while driving in Dubai. Comfortable clothing that leaves the pedals and controls free is enough.
Can a female tourist drive with a home licence?
If the licence comes from a country on the UAE list, such as the UK, the US, Canada, most EU states, Australia or Japan, UAE law allows it. For a rental, depending on the country that issued your licence, an International Driving Permit may also be required. Check your country on the Ministry of Interior’s Markhoos page or message us before you book.
Are there extra requirements for women renting a car?
No. Women and men present the same documents and meet the same age and experience limit for each car. Brook Drive does not take a security deposit.
What happens if I get a traffic fine in a rental car?
Fines are linked to the car’s registration. We send you the fine details after the rental and you pay them. Salik tolls and Darb charges are billed to you separately after the rental ends.
Can pregnant women drive in the UAE?
We are not aware of any UAE rule that bans pregnant women from driving. Follow your doctor’s advice, and wear the seat belt, which is mandatory for every occupant.
Is it the same in Abu Dhabi, Sharjah and the other emirates?
Yes. Traffic rules are set by federal law, so women drive on the same terms as men in every emirate. See the UAE government’s road safety page for the national rules.
Does a woman need a husband’s or guardian’s permission to drive or rent a car?
No. A woman drives and rents a car in her own name, with the same documents as any other renter.
