Car Rental Requirements in Dubai: Age, Licence and Rules for 2026

To rent a car in Dubai you need a valid driving licence, a passport or Emirates ID, and to meet the age and experience limit of the car you pick: 21, 23 or 25 years, and 3 or 5 years behind the wheel. Brook Drive takes no deposit.

Most renters worry about the paperwork, but the rule that actually decides which car you get is the one printed on the car card: minimum age and minimum driving experience. This guide lists every requirement in the order you meet it, from age and licence to money, insurance and the rules of the road. Prices on this page are our current rates and update automatically. They apply to rentals starting within the next 30 days; seasonal rates may apply to later dates.

Age: 21, 23 or 25, Depending on the Car

There is no single minimum age at Brook Drive. Each car card shows its own limit, and the more powerful or expensive the car, the higher it tends to be.

How the Fleet Splits by Age

Most cars in the fleet are open to drivers from 25, a smaller group from 23 and only a few from 21. Limits can change, so the car card is the final word.

What each age group gets

From 21: convertibles, coupes, mid-size SUVs and a family sedan, such as a Mini Cooper S Convertible at AED 590 a day. From 23: muscle cars, compact SUVs, the Staria people carrier and the Fiat Abarth 595 at AED 470. From 25: most sports and luxury cars, starting with sedans such as the Mercedes C200 at AED 720.

One car for each age limit, with its price (AED per day, 1 to 2 days and 30+ days, at current rates).
Car Minimum age Experience 1–2 days 30+ days
Mini Cooper S Convertible 21 3 years AED 590 AED 350
Mercedes C-Class C180 Convertible 21 3 years AED 590 AED 420
Dodge Challenger White 23 3 years AED 540 AED 420
Mercedes C200 White (sedan) 25 3 years AED 720 AED 360
Ford Mustang Dark Horse White 25 3 years AED 830 AED 470

If you are 21, most of the cars open to you are convertible cars. Drivers from 23 can add the American muscle cars, and at 25 the full range of sport cars opens up.

Helpful tip

The same model in two colours can carry two different limits, for example the white Chevrolet Tahoe is open from 21 and the black one from 23. Always read the limit on the card of the exact car you book, not on the model page.

Driving Experience: 3 Years or 5 Years

Age is only half of the check. The second number on the car card is how long you have held your licence, and it is 3 or 5 years.

Three Years Is the Standard

Most cars ask for 3 years of driving experience, including every car in the table above.

Five Years for the Most Powerful Cars

Five years are asked mostly on sports and luxury cars: most Lamborghini and Ferrari models and some Porsche models. Among the more affordable of them is the Porsche Boxster Green at AED 1070 a day, and the Dodge Challenger Hellcat Redeye, in the photo below, costs AED 1 430 a day and needs 25 years of age and 5 years of experience.

Message the team with the car you want and the date your licence was issued. We confirm both limits for that exact car in a minute, which is faster than discovering a 5-year rule at the handover.

Licence and Identity Documents

The licence rules depend on your status in the UAE, not on the car.

Tourists and Residents

Tourists need a passport with the entry stamp or visa and a valid home-country licence; depending on the country that issued your licence, an International Driving Permit (IDP) may also be required, and our team confirms what applies to your licence before you book. An IDP is issued in the country that issued your licence, so it cannot be arranged after you land. UAE rules let visitors from a list of countries, including the United States, the United Kingdom, Canada, Australia, Japan, Turkey and Germany, drive on their home licence; the list is reached through the UAE government portal. Residents need an Emirates ID and a UAE driving licence: once you hold residency, a foreign licence with an IDP no longer works.

Why the Licence Matters Beyond the Rental

Under Federal Decree-Law No. 14 of 2024, in force since March 2025, driving on a foreign licence that is not recognised carries a fine of AED 2,000 to 10,000 for a first offence, and driving with no licence at all can mean up to three months in jail and a fine of AED 5,000 to 50,000.

Money: No Deposit and What You Pay Separately

Brook Drive takes no deposit. The daily price covers the car and basic insurance, and a few items are billed separately.

No Deposit

There is no security deposit. You pay for the rental in cash, by card, in cryptocurrency or in another accepted way.

What Is Billed Separately

  • Salik tolls: billed to you separately after the rental ends. Since June 2026 the rate includes 5% VAT: AED 6.30 per crossing at peak hours (06:00–10:00 and 16:00–20:00, Monday to Saturday) and AED 4.20 at other times and all day Sunday. Crossings between 01:00 and 06:00, Monday to Saturday, are free (Khaleej Times).
  • Darb tolls in Abu Dhabi: billed to you after the rental ends. The Darb page of Abu Dhabi Mobility lists the charging hours.
  • Traffic fines: they are forwarded to you and paid after the rental.
  • Mileage above the limit: each car has its own daily limit of 200 to 250 km, shown on the car page. Extra kilometres are charged separately.
  • Fuel: the policy is full to full. The car leaves with a full tank and comes back with a full tank.

The daily price covers the car and basic insurance.

Alex Shvarov
Helpful tip

The longer the rental, the lower the daily rate. On our cars the 30+ day rate can be up to 50% below the 1 to 2 day rate: the Mercedes C200 White drops from AED 720 to AED 360 a day, the Mini Cooper S Convertible from AED 590 to AED 350.

Insurance and the Police Report

What Is Included

Basic insurance is included in the daily rate. It carries an excess that depends on the car. The excess and what the cover excludes are set out in your rental agreement (terms and conditions). Extended insurance is available, and the manager quotes the price for your car.

Police Report for Any Damage

Any damage, even a scratch left in a car park while you were away from the car, requires a Police Report, so call the police first and then us. For a minor accident without injuries you can report it in the Dubai Police app (App Store, Google Play) or through DubaiNow. Call 999 if anyone is hurt or fault is disputed, and 901 for non-urgent cases.

If the Car Breaks Down

Call the team. We collect the car and give you another one.

Rules While You Drive

These are the terms that most often surprise first-time renters.

UAE Only

You can drive between the emirates, and the kilometres count towards your mileage limit. Driving to Oman is not allowed on Brook Drive rentals.

No Smoking

Smoking in the car is not allowed. Take photos of every side of the car at handover with the manager present, so the return is a formality.

Road Driving Only

Our cars are for normal civil road use, and the insurance covers it. Use them on public roads within the limits.

Zero Tolerance on Alcohol

Any detectable amount of alcohol behind the wheel is a criminal offence in Dubai.

Fines Worth Knowing Before You Drive

Two common violations in Dubai (fines in AED and Black Points, rates as published by Dubai Police).
Violation Fine (AED) Black Points
Running a red light 1,000 12
Using a handheld phone while driving 800 4

Speed cameras register to the car, so a fine reaches you after the rental even if the violation was a single moment. A red light can also lead to the car being impounded for 30 days. If the car is impounded because of a violation during the rental, the release fee and related costs are the renter’s responsibility under the rental agreement.

Alex Shvarov
Helpful tip

Fines are a bigger risk than most renters expect, because they arrive days after the trip. Keep to the posted limits on the highways between the emirates and check your fines after the trip.

Quick Answers for Common Situations

I Am Under 21

The lowest limit in our fleet is 21, so we cannot rent a car to a younger driver.

I Am 21 to 24

You can rent the cars marked 21+ and 23+, with at least 3 years of driving. That covers convertibles, coupes, SUVs and muscle cars; a Mini Cooper S Convertible, for example, costs AED 590 a day.

I Have a Licence for Less Than 3 Years

Every car in the fleet asks for at least 3 years of driving experience, so a recently issued licence is not enough.

I Do Not Have a Credit Card

You do not need one. Brook Drive takes no deposit, and you can pay in cash or cryptocurrency.

I Only Need a Car for a Few Hours

The minimum rental is one day. There is no hourly rental.

Alex Shvarov
Verdict

The age and experience limit on the card of the exact car decides what you can rent, so check it first and confirm your licence with the team before you book. The money side is simple: no deposit, with tolls, fines and extra kilometres billed after the rental.
